The Environmental Cost of Returns (and Tighter Policies)

83% of retailers tightened return policies last year. Here's the environmental cost of returns that tightening ignores, and what to do instead.

Almost every retailer tightened, and the problem did not go away

Research from Appriss Retail and Retail Dive found that 83% of retailers tightened their return policies to reduce returns, and 84% did so specifically to combat fraud. That survey covered 150 retail executives and more than 1,000 North American consumers, so it skews toward larger operators, but the direction is unmistakable: shorter windows, more fees, more final-sale exclusions. Almost none of those decisions accounted for the environmental cost of returns, which tightening does very little to change.

The frustrating part is that it mostly did not work. Appriss Retail CEO Michael Osborne told SupplyChainBrain that retailers "are finding stricter returns policies are not reducing the returns fraud they face." Meanwhile the tightening created two new bills that nobody put on the P&L: a loyalty bill, and an environmental cost of returns that grows every time a box gets shipped backward instead of staying put.

This post is about that trade. Policy tightening is a blunt instrument aimed at a real problem. There is a more precise instrument available, and for most Shopify merchants it is an exchange-first flow rather than a shorter return window.

The loyalty bill from blanket tightening

The customer-side data on restrictive policies is consistent and getting worse. In the 2025 Retail Returns Landscape from NRF and Happy Returns, 71% of consumers said they are less likely to shop with a retailer again after a poor returns experience, up from 67% the year before. Four out of five said they would tell friends and family about it.

Appriss found the same pattern from the other direction: 55% of consumers have decided not to buy from a retailer because of restrictive return requirements, while 70% made additional purchases after a positive return experience.

Those numbers matter because tightening is indiscriminate by design. A 14-day window applies to the fraudster and to your best repeat customer equally. Appriss makes this point sharply in its 2026 Total Retail Loss Benchmark Report: high-value customers actually return less than the average shopper, yet blanket policies treat them like the problem.

So a blanket policy taxes the wrong people to catch a small minority. NRF puts fraudulent returns at roughly 9% of all returns. You are reshaping the experience for the other 91% to reach that 9%.

The environmental cost of returns nobody puts on the P&L

Here is the second bill, and it is the one that gets ignored in most policy conversations.

A return is not just a refund. It is a second shipment, a second round of packaging, an inspection, a sortation decision, and often a third shipment to a liquidator or a landfill. Joseph Sarkis, who teaches supply chain management at Worcester Polytechnic Institute, estimates that returning an item increases its total environmental impact by 25% to 30%.

The end-of-life numbers are worse, and worth quoting carefully because they vary a lot by source and methodology. The most-cited figure comes from reverse-logistics company Optoro, which estimated that 9.5 billion pounds of returned goods in the United States ended up in landfill in a single year, generating 24 million metric tons of CO2 emissions. Optoro's own earlier public estimates were more conservative, at roughly 5 billion pounds of landfill waste and 15 million metric tons of carbon annually.

Treat the range, not the headline. These are modeled estimates from a vendor with an interest in the topic, and they move by a factor of two depending on the year and the assumptions. What every version agrees on is the shape: billions of pounds, millions of tons, and a number that scales directly with return volume.

Why does so much of it end up there? Because reselling a return at full price is harder than most people assume. The Robin Report's survey of the reverse-logistics literature is blunt about it in the title: fewer than half of returned goods are resold at full price. The New Yorker's reporting on the reverse-logistics industry found the same thing when it asked what proportion of triaged Amazon returns get resold as new: "Most online shoppers assume that items they return go back into regular inventory, to be sold again at full price. That rarely happens."

The gap between "returned" and "resold as new" is where the waste lives. Every item that falls into it gets discounted, liquidated for a few cents on the dollar, donated, or thrown away.

Why an exchange changes the environmental cost of returns

Now hold those two bills next to each other. Tightening reduces returns a little and damages loyalty a lot. Doing nothing keeps loyalty intact and keeps the reverse-logistics pipeline full.

An exchange is the option that does not force the choice, because it changes what physically happens.

When a customer swaps a medium for a large, or a navy for an olive, several things go differently than they do with a refund:

  • The customer keeps a product. The demand is satisfied rather than cancelled, so there is no need for a replacement purchase later that triggers a whole new outbound shipment.
  • The returned unit is far more likely to be restocked. An exchange for a different size of the same style comes back to a warehouse that already stocks that SKU, in its original packaging, usually unworn. That is the easiest possible disposition decision, and the one most likely to end in "back on the shelf" rather than "send to liquidator."
  • You avoid the second acquisition cost. A refunded customer has to be re-acquired, which means more ad spend and, eventually, another outbound box.

None of this makes an exchange carbon-free. There is still a return shipment, still packaging, still handling. But it removes the disposition risk at the end of the chain, which is exactly where the landfill number comes from. Keeping the item in the customer's hands and the SKU in circulation is the single most direct lever a small merchant has here.

It is also good business, which is why this is not a sustainability-versus-margin argument. The honest version of the sustainability pitch

A word of caution, because this topic attracts overclaiming.

Shifting refunds to exchanges does not make your store carbon neutral, and no returns app can tell you your emissions. What it does is reduce the number of items entering the disposition funnel where liquidation and landfill sit at the bottom. That is a real, if modest, effect, and it is measurable in a way you can actually defend: your exchange rate, your restock rate, and your return rate.

Those three numbers are also the ones your finance team cares about, and that alignment is the whole point. The Appriss analysis reaches the same conclusion, listing "incentivizing exchanges over refunds to keep merchandise in circulation rather than discarded" as a smarter alternative to simply restricting returns.

If you want to say something about it publicly, say the defensible thing. "We prioritize exchanges so your item stays in use" is true, checkable, and does not require a footnote. Anything involving a specific tonnage you did not measure yourself does.

Surgical tightening beats blanket tightening

None of this means you should ignore abuse. It means you should aim at it.

The Appriss benchmark report makes the case that precision works better than severity: adding a third "warn and approve" decision to returns, rather than a flat denial, can cut abusive returns sharply without measurably harming loyalty. The equivalent for a Shopify merchant running on a smaller budget is scoping your restrictions to the categories and behaviors that actually carry risk.

In practical terms, that looks like this:

  • Exclude by product, not by policy. Rather than shortening your whole return window, mark specific high-risk items as non-returnable. Swimwear, final-sale clearance, custom or made-to-order goods, and consumables are the usual suspects. Everything else stays generous.
  • Scope by market. If cross-border returns are where your losses concentrate, restrict there rather than globally. Product filtering per market lets a US-friendly policy coexist with a stricter EU or APAC one.
  • Charge fees selectively. A per-line-item restocking fee on refunds, waived entirely on exchanges, changes customer behavior without changing your published return window at all. It is a nudge, not a wall. We covered the mechanics and the legal caveats in using restocking fees in e-commerce.
  • Order your resolutions deliberately. Which option appears first in your portal does more work than most merchants expect. Exchange for a different size, exchange for a different product, store credit, then refund.

What this looks like in a Shopify workflow

The mechanics matter, because an exchange that takes three support emails to complete will lose to a refund every time.

A few other things worth setting up in the same sitting:

  1. Put a self-service portal in front of customers so exchanges do not depend on your inbox being empty.
  2. Offer store credit as the middle option between exchange and refund, ideally with a small bonus.
  3. Surface the correct size or variant automatically at the point where the customer states their return reason, since fit is the dominant driver of apparel returns.
  4. Track your exchange rate as a first-class metric, not as a byproduct of your refund report.

Start with the resolution order

You do not need a sustainability program to act on this. You need your return portal to stop treating a refund as the default answer.

Reorder your resolutions so exchanges come first. Waive restocking fees on exchanges and keep them on refunds. Mark your genuinely high-risk products non-returnable instead of shortening the window for everything. Then leave your return window alone and watch what happens to your exchange rate.
